2. No, I don't believe so - since the forwarding happens within the email browser and is completely out of Eloqua's control.
I think you have to decide whether you need to track the click in the email ... or whether the completion of the web form on the landing page is actually a more important conversion metric.
Existing contacts may still have their cookies from previous interactions so this wouldn't necessarily prevent you from having pre-populated / progressive web forms.
New contacts would have the cookie dropped when they filled in the web form.
