Feeders only allow you to limit on evaluation times but you could place a decision rule at the front of your program that splits into groups and routes 15k in and then passes the remainder into another decision that's evaluated two weeks later then passes the 15k from that decision to the program, etc., etc. it's a few branches of logic but you could cycle your contacts into the appropriate cadence accordingly.
