Wow, I wish I'd know about this a few days ago. Like Betty suggested above, I ended up creating 12 conditional steps, one for each possibility. It was for the Redirect to Web Page step, though to an external page instead of an Eloqua page. So I would've just put the whole URL into the picklist.
While it's too late for this project, I'm sure I'll be using this option in the future.
