Multiple Conditions on Form Processing Step?

You are allowed to set multiple options in the Conditions Editor when setting up a conditional processing step. However, unlike filters in a Segment, the Conditions Editor doesn't tell you whether the conditions are joined by an "and" or an "or". So in the example below, would the step execute for anyone who inputs their state as either Georgia OR Florida? Or would it look for someone who had both Georgia AND Florida as a state and, since you can't have both, not execute the processing step?
