When Eloqua switched over to Oracle support (late 2013/early 2014?) existing Eloqua customers were provided with information for establishing their support administrators and provided with the CSI#. You might try reaching out to your Oracle/Eloqua account rep to find out who is currently the administrator for your support instance so you can ask him/her to give you access to support for your instance.
