In this example, looking closely, you can see that the fixed '25' is definitely on the orange, so when the moveable flag is at 25, it is indicating the start of that range. So, here, the red is up to 24, and the orange is 25 and above (until the next flag, of course). Putting it another way, the number on the flag tells you the lower limit of the band on its right. The number on the flag -1 tells you the upper limit of the band on its left.
