SmartXchange actually evolved into what is today known as Template Galleries in E10. You'll see these available under the asset choosers for campaign canvas, emails, landing pages, etc. We're able to push out best practice templates for different types of campaigns (nurture, welcome, event, etc) or even assets e.g. responsive email templates Mobile Friendly Email Templates in Eloqua .
This was one dimension of the SmartXchange, the other was allowing customers to share assets between different instances of Eloqua. At present, Template Galleries is a tool that Eloqua uses internally to create and publish best practice templates for customers. Unfortunately it is not an end user feature that allows you to move your assets from one instance to another. This is something that we have as a backlog item on our roadmap but its currently not slated for a particular release.
