Best Way to Notify Sales of a New Lead?

So ... in my continuing Eloqua adventure, I now have it set up so when someone clicks a link for one of our downloads, the assetid populates a blind form, and sends the visitor on to the correct PDFs, a data object is created for every download with the assetid, the asset name (using an update rule in Program Builder) and the business unit that flyer topic relates to (there are three business units).

 

We have three business reps, one for each unit. So the next thing I need to figure out is how best to send a notification and of course, there isn't a simple way we want to do that either.

 

A visitor might download five PDFs in a visit - and the first relates to business unit 1, the other three to business unit 2 and the last to business unit 3. Only ONE notification should be sent and we've decided it should be to either the first or last of the cycle, whichever is easier. So - the rep of either unit 1 or 3 in this scenario.

 

Oh and I've already got it set up to create a lead the first time they go through the form.

 

The business unit is tied to the document, but we want to pick one. And if they return two months later for new downloads, we want a new lead created, and a new notification.

 

I have NO Idea where to try to build this notification or how.

 

I have these 1:many CDOs with the asset name and business unit on them so I was hoping maybe I could use that somehow - trigger something for the first one, which uses the business unit and looks up the correct employee to notify. Or conditions like if business unit = this, send to this person.

 

It doesn't seem like a processing step will do it since the information is on cards and there is a lag from submission to the information being written there. Plus the logic doesn't exist in the processing, that i can see.

 

Program builder then? But how? There are so many choices in Program Builder it makes me dizzy and delighted and dumbfounded.

 

Can anyone spin me around three times and point me in the right direction?
