@Cynthia_Spears: I think your instincts are good - I would look very closely at how the two timelines affect each other - i.e. perhaps the wait-step timeline trumping the decision timeline, or vice versa. One thing I have not gotten confirmation of is how Eloqua defines "days" (is it business days or calendar days?). This is why I try to define canvas time by specific date whenever possible... anyway, check your two timelines, that's often been the gremlin when my campaign sequencing doesn't happen quite as I intended.
