If you build the form on the Eloqua platform and scrape the HTML you're getting the span tags Eloqua would use if the form were on an Eloqua landing page to pre-populate/field merge in data. If you're pushing the form to an externally hosted website (i.e. you've passed it to a developer in this case) you'd need to use web data lookups to properly bring through the Eloqua data along with javascript. To get the native Eloqua form field merges to work properly you should embed your form in an Eloqua hosted and created landing page.
