The Unsubscribe import does not load into the Eloqua Contact table, instead, there is a separate table for these. Thus, contacts that had unsubscribed in the past are not counted against the Contact limits in Eloqua.
The unsubscribe table is referenced as part of the email deployment process.
If you want to see this list in Eloqua, you will need to do a separate contact upload with the purpose of adding to the database, you can then add to a specific shared list. Since there are financial aspects to this, I would not recommend it though.
